Criteria Details
Educational Qualification(s) Master of Public Administration/Management/Affairs or equivalent qualification at NQF Level 9; or a cognate qualification at NQF Level 9.
Designation Competencies The candidate must demonstrate the following competencies:

Project and Programme Management: Translate vision into action and manage programmes and projects, including infrastructure where applicable.

Financial Management: Provide strategic financial oversight, including planning, budgeting, monitoring, and forecasting.

Change Management: Lead innovation, inspire change, and guide others through transformation processes.

People Management and Empowerment: Plan HR needs, promote equity, and foster a high-performance, diverse workforce.

Additional Process Competencies:

Client Orientation and Customer Focus: Promote a culture of service excellence.

Communication: Balance political and organisational needs when addressing complex issues.

Problem Solving and Analysis: Anticipate challenges and implement effective solutions and contingency measures.

Knowledge Management: Promote knowledge sharing and cultivate a learning organisation.

Service Delivery Innovation (SDI): Drive innovation and align initiatives with emerging technologies.
Working Experience More than 10 years’ experience in senior or executive management.
Board Examination (Optional) Panel interview conducted by peers appointed by the Certification Committee;

Submission of a Portfolio of Evidence.
Code of Conduct In accordance with the SAAPAM Code of Conduct and Ethics.
Recognition of Prior Learning (RPL) SAAPAM recognises alternative pathways to demonstrate competence through prior learning and experience.

Applicants must submit a Portfolio of Evidence including:

• Comprehensive CV
• Detailed work experience and job descriptions
• List of relevant training courses (provider, dates, and outcomes)
• Certified copies of qualifications (verified via SAQA) and/or professional memberships
• Testimonials from employers or supervisors
• Evidence of conference presentations and at least two published journal papers

Candidates must also attend a panel interview arranged by SAAPAM.
Fee Full payment as prescribed by the National Board.
Certification Successful candidates will be awarded a Professional Designation Certificate.
